This volume constitutes the papers and discussions from a symposium on "Societal Risk Assessment: How Safe is Safe Enough?" held at the General Motors Research Laboratories on October 8-9, 1979. This symposium was the twenty-fourth in an annual series sponsored by the Research Laboratories. Initi­ ated in 1957, these symposia have as their objective the promotion of the interchange ofknowledge among specialists from many allied disciplines in rapidly developing or changing areas ofscience or technology. Attendees characteristically represent the academic, government, and industrial institutions that are noted for their ongoing activities in the particular area of interest. The objective of this symposium was to develop a balanced view of the current status of societal risk assessment's role in the public policy process and then to establish, if possible, future directions of research. Accordingly, the symposium was structured in two dimensions; certainty versus uncertainty and the subjective versus the objective. Furthermore, people representing extremely diverse discip­ lines concerned with the perception, quantification, and abatement of risks were brought together to provide an environment that stimulated the exchange of ideas and experiences. The keys to this exchange were the invited papers, arranged into four symposium sessions. These papers appear in this volume in the order of their presentation. The discussions that in turn followed from the papers are also included.

Shear waves and closely related interface waves (Rayleigh, Stoneley and Scholte) play an important role in many areas of engineering, geophysics and underwater acoustics. In some cases interest is focused on large-amplitude waves of low frequency such as those associ­ ated with earthquakes and nuclear explosions; in other cases low amplitude waves, which have often travelled great distances through the sediment, are of interest. Both low and high frequency shear and interface waves are often used for seafloor probing and sediment characterization. As a result of the wide spectrum of different interests, different disciplines have developed lines of research and a literature particularly suited to their own problems. For example water-column acousticians view the seafloor sediment as the lower boundary of their domain and are interested in shear and interface waves in the near bottom sediments mainly from the standpoint of how they influence absorption and reflection at this boundary. On the other hand, geophysicists seeking deep oil deposits are interested in the maximum penetration into the sediments and the tell-tale characteristics of the seismic waves that have encountered potential oil or gas bearing strata. In another area, geotechnical engineers use shear and interface waves to study soil properties necessary for the design and the siting of seafloor structures.

In the twenty years since their inception, modern dynamic light-scattering techniques have become increasingly sophisticated, and their applications have grown exceedingly diverse. Applications of the techniques to problems in physics, chemistry, biology, medicine, and fluid mechanics have prolifer­ ated. It is probably no longer possible for one or two authors to write a monograph to cover in depth the advances in scattering techniques and the main areas in which they have made a major impact. This volume, which we expect to be the first of aseries, presents reviews of selected specialized areas by renowned experts. It makes no attempt to be comprehensive; it emphasizes a body of related applications to polymeric, biological, and colloidal systems, and to critical phenomena.
