Various types of cooperative behaviors have been documented in everything from insects to primates, and in every imaginable ecological scenario. Yet why animals cooperate is still a hotly contested question in literature on evolution and animal behavior.This book examines the history surrounding the study of cooperation, and proceeds to examine the conceptual, theoretical and empirical work on this fascinating subject. In Cooperation among Nations, Joseph M. Grieco offers a provocative answer to a fundamental question in world politics: How does the anarchical nature of the international system inhibit the willingness of states to work together even when they share common interests?Grieco examines the capacity of two leading contemporary theories―modem political realism and the newest liberal institutionalism―to explain national responses to the non-tariff barrier codes negotiated during the Tokyo Round of international trade talks. According to his interpretation of realist theory, Grieco characterizes states as "defensive positionalists." As such, they often fail to cooperate because they fear that a joint endeavor, while producing positive gains for all participants, might also generate disparities in gains among the partners involved. Grieco demonstrates that this realist concept of defensive state positionalism gives rise to a better understanding of the systemic constraints on international collaboration and of the impact of anarchy on states than is offered by neoliberal institutionalism. Accordingly, liberal democracies are likely to form the "pacific federations" described by Immanuel Kant or "pluralistic security communities" as Karl W. Deutsch suggested. Through detailed case studies, Risse-Kappen shows that the Europeans affected security decisions concerning vital U.S. interest during the 1950-1953 Korean war, the 1958-1963 test ban negotiations, and the 1962 Cuban missile crisis--all during a span of time in which the U.S. enjoyed undisputed economic and military supremacy in the alliance. He situates these case studies within a theoretical framework demonstrating that the European influence on decision-making processes in Washington worked through three mechanisms: norms prescribing timely consultations among the allies, use of domestic pressures for leverage in transatlantic interactions, and transnational and transgovernmental coalitions among societal and bureaucratic actors. The book's findings have important repercussions for the post-Cold War era in that they suggest the transatlantic security community is likely to survive the end of the Soviet threat.

While expressing agreement with most of Alphonsus's determinations in these regards, Cooperation with Evil also argues that the philosophical background to these determinations often lacks coherence, especially when compared to related passages in the writings of Thomas Aquinas. Having compared the philosophical approaches of these two great moralists, Cooperation with Evil then describes a number of ideas in Thomas's writings that might serve as more effective tools for the analysis of cases of possible immoral cooperation. The book also includes, as appendixes, translations of relevant passages in both Alphonsus and Thomas.
