Since the hiring of the first Supreme Court law clerk by Associate Justice Horace Gray in the late 1880s, court observers and the general public have demonstrated a consistent fascination with law clerks and the influence―real or imagined―that they wield over judicial decisions. The justices have taken advantage of this resource, and in modern times law clerks have been given greater job duties and more responsibility. The increased use of law clerks has spawned a controversy about the role they play, and commentators have suggested that liberal or conservative clerks influence their justices' decision making. This work constitutes an appraisal of the development of kingship and royal administration in the kingdoms which, by the seventh century AD, had been established in the former Western Roman Empire. By viewing the seventh century in its own terms, and providing a detailed critique of the primary sources, the author sets out to show that kings were stronger than has often been thought, and their administration more sophisticated. A feature of his analysis is its setting of the evidence for early Anglo-Saxon England alongside that relating to the continental kingdoms. The evolution of governmental structures in a period increasingly remote from the imperial past is traced, as is the relationship of the "barbarian" kingdoms to the Byzantine Empire, and it is argued that, despite emergent differences between the kingdoms, many of their administrative institutions continued to be influenced by a common inheritence of Roman traditions.

John of Salisbury (c. 1115-1180) was the foremost political theorist of his age. He was trained in scholastic theology and philosophy at Paris, and his writings are invaluable for summarizing many of the metaphysical speculations of his time. The Policraticus is his main work, and is regarded as the first complete work of political theory to be written in the Latin Middle Ages. The relics are received in town after town as if they were the living saints come to cure the infirm. Einhard's descriptions of the sick, the lame, and the blind of northern Europe vividly expose us to a side of medieval life too rarely encountered in other medieval sources.

Bernhard von Bülow was the longest-serving Reich Chancellor of Imperial Germany under Kaiser Wilhelm II. Appointed State Secretary of the Foreign Office in 1897 and Chancellor in 1900, he played a crucial role in the political history of the German Empire for twelve important years before the First World War. Bülow was chosen by Wilhelm II to be 'his Bismarck' and he was widely regarded as the most talented and intelligent of Bismarck's successors. Nevertheless his Chancellorship failed to fulfil its political promise, and when he resigned in 1909 he left a bitter legacy of domestic polarisation and diplomatic isolation for his successor, Bethmann Hollweg. This book explores Bülow's political role and position within the German government system between 1900 and 1909. Focusing primarily on the power structure in Berlin, it analyses the Chancellor's relations with Kaiser Wilhelm II and his ministerial colleagues, the nature of his authority within the Reich executive and the Prussian government, and his relations with the political parties and the federal states.
