The North Calotte, which comprises Finnish Lapland, northern Sweden, northern Norway and the Kola Peninsula in Russia, has a history which is fascinating in many respects. The nineteenth century saw the closure of frontiers in the multicultural peripheral regions of northern Europe as well. This study analyses the demarcations of physical and cultural borders that were made in the area and the networks of interaction that existed there. In particular, ethnic relations within the population constituted a source of tension in the history of the region. The work demonstrates that the frequently used dichotomy "pioneer settlers vs Saamis" employs scientifically incommensurable terms; "pioneer settler" refers to an occupational group, "Saami" to an ethnic one. The writer also questions the claim that the authorities deliberately oppressed the Saami as an ethnic group in the nineteenth century. There was political and ethnic oppression, but it would seem to have been directed primarily at the nomadiic reindeer-herding Saamis, not all the Saamis.
