The findings presented in the work derive in large part from a three-year study of two regulatory programs, the hazardous air pollutant program of the Environmental Protection Agency and the occupational health standards program of the Occupational Safety and Health Administration, and are based upon the activities within these programs between 1971 and 1980. The author's first-hand experience in the Office of Science and Technology in the Executive Office of the President during the Carter Administration further enhances the authority and thoroughness of the volume.

African American men who have sex with men while maintaining a heterosexual lifestyle in public are attracting increasing interest from both the general media and scholars. Commonly referred to as “down-low” or “DL” men, many continue to have relationships with girlfriends and wives who remain unaware of their same-sex desires, and in much of the media, DL men have been portrayed as carriers of HIV who spread the virus to black women. Sexual Discretion explores the DL phenomenon, offering refreshingly innovative analysis of the significance of media, space, and ideals of black masculinity in understanding down low communities. In Sexual Discretion, Jeffrey Q. McCune Jr. provides the first in-depth examination of how the social expectations of black masculinity intersect and complicate expressions of same-sex affection and desire. Clergy are pillars of local religious communities, and Roman Catholic priests are perhaps the quintessential examples of pastors functioning as political elites. The political science literature demonstrates that priests (indeed, clergy more generally) are well-positioned to influence the faithful, even if this influence is somewhat inconsistent. At their core, priests are opinion leaders and representatives of their church to both the faithful and their local communities. But exactly how Catholic priests determine the political acts and attitudes associated with their elite role remains a puzzle. We suggest it is the product of an interactive institutional, social, and psychological milieu, the complexity of which has not been fully assessed in the extant literature. Though some might prefer to think of priests as profiles in courage operating above the political fray, the institutional and personal realities of priest life often forces them to deal with the political realm. In doing so, priests are variably responsive to different principals, or reference groups, that represent specific dimensions of their professional context. Drawing on a series of randomized experiments on samples of Roman Catholic priests in the US and Ireland, we find that priests cognitively draw on varying professional and personal cues in responding to their employer’s institutional preferences. Furthermore, how priests represent their church's political preferences to parishioners appears to be a matter of individual-level discretion.

The laws that legislatures adopt provide a crucial opportunity for elected politicians to define public policy. But the ways politicians use laws to shape policy vary considerably across polities. In some cases, legislatures adopt detailed and specific laws in an effort to micromanage policymaking processes. In others, they adopt general and vague laws that leave the executive and bureaucrats substantial discretion to fill in the policy details. What explains these differences across political systems, and how do they matter? The authors address these issues by developing and testing a comparative theory of how laws shape bureaucratic autonomy. Drawing on a range of evidence from advanced parliamentary democracies and the U.S. States, they argue that particular institutional forms--such as the nature of electoral laws, the structure of the legal system, and the professionalism of the legislature--have a systematic and predictable effect on how politicians use laws to shape the policymaking process.

In the last century St. Catherine of Siena, an Italian lay woman and mystic of the fourteenth century, was named first a Doctor of the Church and then one of six patron saints of Europe. This recognition of her life and spirituality has been accompanied by increased interest in her writings. Obeying the Truth addresses the key concept of discretion in Catherine's spiritual works. This concept, synonymous with prudence, interacts on many levels with crucial aspects of her teaching.
