The Dark Heart of Hitler's Europe: Nazi Rule in Poland under the General Government [first edition]
Vendor: Abebooks.com Price: 3.35 $After the German attack on Poland in 1939, vast swathes of Polish territory, including Warsaw and Krakow, were occupied by the Nazis in an administration which became known as the 'General Government'. The region was not directly incorporated into the Third Reich but was ruled by a German regime, headed by the brutal and corrupt Governor General Hans Frank. This was indeed the dark heart of Hitler's empire. As the first genuine Nazi colony, the General Government became the principal 'racial laboratory' of the Third Reich. As such, it was the site, and main source of victims, of Aktion Reinhard, the largest killing operation in human history in which at least 1.7 million Jews were murdered in just 18 months, and of a campaign of terror, exploitation and ultimately ethnic cleansing against the Polish population which was intended to serve as a template for the rest of eastern Europe. It was a place where 42,000 people could be shot in two days, where thousands of children could be abducted from their families, never to see their homeland again, and where guidebooks could invite German tourists to enjoy the culture and nightlife of cities that were 'now free of Jews'.This book provides a thorough history of the Nazi occupation regime and the experiences of the Poles, Jews and others who were trapped in its clutches. Employing sources ranging from diaries and testimony to previously underused material such as travel guides and poetry, Martin Winstone provides a unique insight into the occupation regime which dominated much of Poland during World War II with such disastrous consequences.

Politics in Independent Poland, 1921-39: The Crisis of Constitutional Government
Vendor: Abebooks.com Price: 9.03 $This book is an account of Polish political life from the end of the Polish-Soviet war to the defeat of Poland by Nazi Germany, set against the social and economic background of the new state. It describes, above all, the failure of the highly democratic constitution adopted in March 1921 and its replacement by the semi-autocratic regime of Marshal Pilsudski, a regime which became steadily more authoritarian, particularly after the death of the Marshal in May 1935. Considerable attention has been devoted to foreign policy and to the place of Poland in European politics at the time. The book should thus prove of interest not only to East European specialists, but to all those interested in the history of the interwar years.

"Sailing towards Poland" with Joseph Conrad (American University Studies: Series XIX, General Literature, 42)
Vendor: Abebooks.com Price: 39.95 $Joseph Conrad ingeniously buried images from Polish literature and culture into his works. Once recognized, these references alter the accepted meanings of the texts. In an interview that was published in Kuryer Polski (in the then Polish city of Ostrawa, now in the Czech Republic) on 26 August 1915, Conrad himself declared about the nineteenth-century Polish poets: “Krasiński, Mickiewicz and Słowacki. Their words are everything for me. I was raised and formed by them.” Yet, the Polish sources deeply rooted in Conrad’s works have been scantily acknowledged and hardly explored, although notable intertextual theorists have argued that the ultimate understanding of the text comes from the intertext(s). The first part of this book analyzes Conrad’s first novel, Almayer’s Folly, and four of his greatest works: Lord Jim, Nostromo, The Secret Agent and Under Western Eyes. Unearthing the cache of Polish references in these works enhances our intellectual and aesthetic appreciation of Conrad as an artist par excellence. The signs recall literary and artistic works as well as aspects of social behavior, as Kristeva and Riffaterre explain. Bloom provides additional insight regarding the writer’s struggle to supersede his predecessors. The second part of the book looks at two autobiographical works: A Personal Record and “A Familiar Preface.” With poetic eloquence, Conrad proclaims his victory over his tragic past in A Personal Record. A tone of gaiety rises stubbornly in the midst of complete awareness of sorrow. The tone of “A Familiar Preface” is also unmistakably triumphant. More than joyous, the merriment in these self-portraits celebrates many worldly achievements, but ultimately one great triumph. In his writings the English author has transcended bitter adversities by transfiguring dreadful facts into the perfection and permanence of art.

Klaus Barbie and the United States Government : A Report to the Attorney General of the United States
Vendor: Abebooks.com Price: 35.78 $This is a reprint of the official U.S. Department of Justice report of 1983, giving a detailed history of the Klaus Barbie relationship with the U. S. government, and his criminal activities after the war. In the words of the Allan A. Ryan, Jr., then the Special Assistant to the Assistant Attorney General, Criminal Division, United States Department of Justice: "As the investigation of Klaus Barbie has shown, officers of the United States government were directly responsible for protecting a person wanted by the government of France on criminal charges and in arranging his escape from the law. As a direct result of that action, Klaus Barbie did not stand trial in France in 1950; he spent 33 years as a free man and a fugitive from justice, and the fact that he is awaiting trial today in France is due entirely to the persistence of the government of France and the cooperation of the present government of Bolivia."

Monitoring Government: Inspectors General and the Search for Accountability
Vendor: Abebooks.com Price: 47.78 $Until the Department of Housing and Urban Development scandal in 1989, the public knew little about federal inspectors general (IGs). Suddenly, Congress, the press, and the public were seeking answers to a scandal that challenged the role of the IGs in ensuring government accountability. Within days, the IGs were front-page news, and greater emphasis was placed on fraud, waste, and abuse as a measure of whether government could be held accountable. Monitoring Government offers the first systematic evaluation of the offices of inspector general OIGs and examines the government-wide investment in the IG concept. Despite their increasingly prominent, often controversial, role in the internal oversight of government, very little is known about their institutional or operational problems. To some in the executive branch, OIGs exercise too much discretion at the expense of executive control. To others in Congress, they do not have enough autonomy and responsibility. Overall the question is not only how the OIGs have functioned, but also what role they soundly play in our system of separation of powers.Paul Light begins with a brief history of the IG concept, from the passage of the 1978 IG Act to the changes in mission with new administrations. He explains the different approaches to accountability, discusses the nature of monitoring the political incentives surrounding findings and recommendations made by IGs, and looks at the dominance of compliance monitoring as the front line against fraud, waste, and abuse. The book addresses a number of specific issues regarding the policing of government. Using detailed interviews with past IGs and senior-level officials across government, as well as a case study of the Housing and Urban Development scandal, Lights examines a series of specific operational issues. Envisioning a broader role for the IG in the future, he offers recommendations to strengthen the search for accountability.

The Governor General And the Prime Ministers: The Making And Unmaking of Governments
Vendor: Abebooks.com Price: 74.79 $Since Canada may be faced with a period of minority governments, it has become increasingly important to understand the role of the Head-of-State—the Governor General—in facing the challenge of dysfunctionality. Edward McWhinney clearly lays out the present powers and responsibilities of the office, advising the country on what to expect from the Governor General and Prime Ministers. He does so within an historical frame, revealing how the office has evolved from a time when the Governor General was the appointee and representative of the imperial government to today when the office has become part of CanadaÄôs constitutional checks and balances. McWhinney suggests how it is now possible to use the inherent powers of the Head-of-State in concert with the other coordinate arms of government to make the constitutional system work effectively in crisis situations. He delights in showing how the evolving constitutional precedents rarely result from high theory but from colourful personalities forced to make pragmatic decisions in difficult situations. He goes behind the scenes to portray royals, dignitaries and politicians in their private moments as they struggle to adapt constitutional rules to meet changing times. The volume ranges widely over the Commonwealth, showing how separate and diverse countries have drawn on one anotherÄôs experience to refashion the Westminster model. McWhinney ends by suggesting possible directions for Canada after the departure of Queen Elizabeth II. "Inhis many writings, McWhinney offers a substantial read, aimed at those keen on politics."—Douglas Fisher, The Ottawa Sun

Integrity and Accountability in Government: Homeland Security and the Inspector General
Vendor: Abebooks.com Price: 78.36 $The Inspector General (IG)'s mission is to expose fraud, waste and abuse as well as promoting efficiency in federal agencies. Each year billions of dollars are returned to the Federal government or are better spent based on recommendations from IGs reports. IG investigations have also contributed to the prosecution of thousands of wrongdoers including contractors and public employees. With scarce literature on Inspectors General (IGs), Apaza addresses this by looking at the Inspector General for the Department of Homeland Security (DHS) which has proven to be of significant benefit to the US government.
