Global Developments in Public Infrastructure Procurement: Evaluating Public Private Partnerships and Other Procurement Options
Vendor: Abebooks.com Price: 147.47 $This book provides an up-to-date study of public infrastructure in terms of the selection, procurement and delivery of projects. There is widespread acceptance that infrastructure is vital and needs increasing, yet less agreement about how it should be funded and procured. This book assesses in detail the features of various procurement options while also providing a framework for comparing their advantages and disadvantages. Drawing on international experiences and case studies, Darrin Grimsey and Mervyn Lewis consider some of the best and worst examples of public-private partnerships, new funding methods and infrastructure megaprojects. By offering a conceptual basis for infrastructure decision-making, the authors identify ways to improve infrastructure procurement processes. Focusing on urbanization as a driver of innovation in infrastructure, both the historical context and the future prospects of public infrastructure are analysed. Significantly, the book also examines China's ambitious plans to create a 'high-speed rail economy' and its Belt and Road Initiative across Asia that offers an interesting contrast to infrastructure developments in the United States and other advanced economies. Global Developments in Public Infrastructure Procurement is an essential source of reference for academics and students of economics, public sector finance and urban infrastructure.

The Law and Economics of Framework Agreements: Designing Flexible Solutions for Public Procurement
Vendor: Abebooks.com Price: 50.75 $Framework agreements have arisen in response to the well documented and high costs of public procurement procedures. The agreements have significant potential to improve procedural efficiency in public procurement, but are complex to operate. Inadequate preparation and implementation can also frustrate their potential both to tackle waste, abuse and corruption and to enhance value for money. In this enlightening book, Gian Luigi Albano and Caroline Nicholas look at the key decisions required for designing and using framework agreements, and address both legal and economic issues to give the reader a clear understanding of the planning, variables and flexibility needed for efficient implementation. This book will be of interest to policy makers, lawyers and public procurement practitioners who want to deepen their understanding of the legal and economic issues surrounding framework agreements.

Excellence in Public Sector Procurement: How to control costs and add value
Vendor: Abebooks.com Price: 23.37 $This book adds another title to the Excellence in range on Procurement, Warehousing, Freight Transport, Supplier Management and Supply Chain Management. Why then a title covering just public sector procurement? There are many general books covering Procurement but there are not many that solely cover the public sector. Yet this sector spends colossal amounts of taxpayer s money on goods and services; in the UK, the NHS alone is one of the largest organisations in the world. The public sector also has its own peculiarities and differences from the private sector, for example, the EU Procurement Rules that guide and direct how purchasing must be undertaken. At regional and local level there are additional priorities, which are often subject to political oversight. In addition there are opportunities to use Procurement as a tool for wider objectives. Regulation can constrain and limit procurement best practice; such tensions will be explored in the book. However the main thrust of the book, will be the requirement to work working within the existing European rules and guidelines. Whilst the approaches and practices identified in this book should have applicability in many, if not most countries, there are some aspects to be considered when moving out of the English or EU contexts, and we indicate some of these in the Appendices.

Local Content in Procurement: Creating Local Jobs and Competitive Domestic Industries in Supply Chains
Vendor: Abebooks.com Price: 61.32 $Local Content in Procurement is the first book of its kind. Recognizing the substantial economic and social value brought to host countries and local communities through the procurement practices of large private and public companies, this book by Dr Michael Warner – Director of the consultancy firm Local Content Solutions and former architect of the Local Content standards for BG Group – provides a first-hand account of the Local Content regulations, strategies and procurement processes needed to realise these social benefits. Acknowledging that the employment and industrial benefits of large-scale procurement have been sorely overlooked, this book is both a how-to manual and a thoughtful insight into the challenge of creating sustainable jobs and competitive national industries through expenditure on bought-in goods and services. With literally trillions of dollars of goods and services being procured over the next ten years in exploring and developing for oil, gas and mineral resources across the globe, the book focuses on these sectors, yet also has wide application to the utilities, construction, infrastructure, manufacturing and defence sectors. Local Content in Procurement has been written for those working for the procurement, strategy and social responsibility departments of major private and public companies and international suppliers, for industrial and economic policy-makers and regulators of local content, and for all those involved in the management of procurement expenditure to develop national and local industries.

Public Law of Government Contracts
Vendor: Abebooks.com Price: 245.34 $Contract plays a vitally important role in the delivery of public services today. Both central and local governments make extensive use of private firms to provide facilities, goods, and services. Government contracts vary considerably from the relatively straightforward competitive procurement of office supplies, to complex, long-term arrangements in which the contractor researches and develops a new piece of military equipment, or builds and provides a fully-serviced hospital over a thirty-year period. English law's traditional approach to government contracts has been to regard them as ordinary private law arrangements. As a result, they have understandably been neglected by public lawyers in both teaching and research. This book argues that, on closer inspection, constitutional and administrative law (in the form of statute, common law, and government guidance) have been playing an increasingly important role in the regulation of certain key aspects of government contracting. The book analyzes these public law elements in detail and suggests ways in which they might appropriately be developed more fully, in tandem with the underlying private law regime. The book's aim is to raise the profile of government contracts as a proper subject for public law scholarship, whilst at the same time contributing to important contemporary debates on issues such as the public vs. private divide, the scope of the judicial review jurisdiction, and the reach of the Human Rights Act 1998.
