The Politics of Deregulation

Despite almost unanimous agreement among economists that such regulation was inefficient, it seemed highly unlikely that deregulation could occur. Yet between 1975 and 1980 major deregulatory changes that strongly favored competition did take place in a wide range of industries. The results are familiar to airline passengers, users of telephone service, and trucking freight shippers, among others. Martha Derthick and Paul J. Quirk ask why this deregulation happened. How did a diffuse public interest prevail over the powerful industry and union interests that sought to preserve regulation? Why did the regulatory commissions, which were expected to be a major obstacle to deregulation, instead take the initiative on behalf of it? And why did influential members of Congress push for even greater deregulation? The authors concentrate on three cases: airlines, trucking, and telecommunications. Its discussion, however, has delayed the process for the canonization of its author, though no one ever doubted her sincerity, her earnest convictions, and the saintliness of her character. In it she displays a mind thoroughly imbued with the religious spirit, and, though without education, strictly speaking, shows a knowledge of Scripture, a depth of theological learning, and a correctness of scholastic terms that are truly surprising. The style is dignified, and yet easy; and some of her descriptions have a certain grandeur, as in the Passion, where Satan and his angels are represented as following Christ to Mount Calvary bound in chains, forced to become witnesses of his sufferings and death, and smitten to the ground at the moment of the Consummatum est. When he came back to New York, he brought with him a keen interest in stained glass and began to work on new techniques which would revolutionize the still-used Medieval technique of painting on glass. He developed Favril Glass, an opalescent glass with deep, glowing color which far surpassed, in quality and beauty, all existing techniques. He soon gained recognition as a designer and fabricator of stained glass windows and enjoyed commissions from many wealthy clients. Tiffany went on to form his own company and to produce exquisite lamps, vases, and murals in the Art Nouveau style, flowers and trees being the predominant subjects for his designs. Though most famous for his work with glass, his talents also included interior design, rug making, ceramics, mosiacs, and jewelry. He enjoyed and long and successful career but, after a series of personal and financial misfortunes and declining popularity due in part to the First World War, died penniless and forgotten in 1933. It wasn't until the 1960s that new interest in his work emerged, and Tiffany soon became a household name denoting beauty, grace, color, and elegance. With over 300 color plates, text by Jacob Baal-Teshuva, a documentary index, and an illustrated biography/bibliography, Tiffany: A Quest For Beauty renders homage to the man who revolutionized both the art and technique of stained glass.
