Revealing a powerful economic motive behind Taiwan's 1990 application for GATT membership, CHO questions those who interpreted it solely as a political move designed to break that island nation's diplomatic isolation. Flourishing economically since the 1950s despite non-GATT membership, matters changed for Taiwan in the 1980s when it became both big and small. As a big trader, its dual trade regime was no longer tolerated, while as a small economy with little political clout, Taiwan was pushed to liberalize its trade practices by bilateral pressures. Taiwan believes that the most-favored nation principle and diffuse reciprocity embedded in GATT/WTO's multilateralism will sheild Taiwan from the pernicious effects of bilateral asymmetry while simultaneously providing it with more international living space.

Developing countries comprise the majority of the membership of the World Trade Organization. Many developing countries believe that the welfare gains that were supposed to ensue from the establishment of the WTO and the results of the Uruguay Round remain largely elusive. Though often aggregated under the ubiquitous banner “developing countries,” their multilateral trade objectives -- like their underlying policy interests and the concerns -- vary considerably from country to country and are by no means homogenous. Coming off the heels of the 9/11 terrorist attacks, the ongoing Doha Development Round, launched in that Middle Eastern city in the fall of 2001 and now on “life support” so to speak, was inaugurated with much fanfare as a means of addressing the difficulties that developing countries face within the multilateral trading system. The Evolution of the Trade Regime offers a comprehensive political-economic history of the development of the world's multilateral trade institutions, the General Agreement on Tariffs and Trade (GATT) and its successor, the World Trade Organization (WTO). While other books confine themselves to describing contemporary GATT/WTO legal rules or analyzing their economic logic, this is the first to explain the logic and development behind these rules. The book begins by examining the institutions' rules, principles, practices, and norms from their genesis in the early postwar period to the present. It evaluates the extent to which changes in these institutional attributes have helped maintain or rebuild domestic constituencies for open markets. The book considers these questions by looking at the political, legal, and economic foundations of the trade regime from many angles. The authors conclude that throughout most of GATT/WTO history, power politics fundamentally shaped the creation and evolution of the GATT/WTO system. Yet in recent years, many aspects of the trade regime have failed to keep pace with shifts in underlying material interests and ideas, and the challenges presented by expanding membership and preferential trade agreements.

What are the micro-level interactions and conversations that underlie successful and failed diffusion? By comparing the spread of direct action tactics from the 1999 Global Justice Movement protests against the World Trade Organization in Seattle to grassroots activists in Toronto and New York, Lesley Wood argues that dynamics of deliberation among local activists both aided and blocked diffusion. To analyze the localization of this cycle of protest, the research brings together rich ethnography, interviews, social network analysis, and catalogs of protest events. The findings suggest that when diverse activists with different perspectives can discuss innovations in a reflexive, egalitarian manner, they are more likely to make strategic and meaningful choices.
