Despite more than a decade of privatization, state-owned enterprises account for nearly as large a share of developing countries' economies today as twenty years ago. Often inefficient government firms and the resulting deficits hinder growth, making it harder for people to escape poverty. Drawing on extensive data and detailed case studies, this report shows students how divestiture and other reforms can improve the economy, and why politics often impedes reform. It also focuses on how successfully reformed countries have overcome such obstacles. The authors analyze three types of company contracts: performance contracts between a government and a public manager, management contracts between a government and the private manager of a government firm, and regulatory contracts between a government and a privatized, regulated monopoly. The authors then study the reasons why so few countries have reformed, and conclude with a final chapter that draws on these findings to present detailed guidance on how to reform state-owned enterprises successfully.

While we know a great deal about bureaucrats and their actions, we know little about their development. Are particular types of people drawn to government work, or are government workers forged by the agencies they work in? Put simply, are bureaucrats born, or are they made?In Becoming Bureaucrats, Zachary W. Oberfield traces the paths of two sets of public servants—police officers and welfare caseworkers—from their first day on the job through the end of their second year. Examining original data derived from surveys and in-depth interviews, along with ethnographic observations from the author's year of training and work as a welfare caseworker, Becoming Bureaucrats charts how public-sector entrants develop their bureaucratic identities, motivations, and attitudes. Ranging from individual stories to population-wide statistical analysis, Oberfield's study complicates the long-standing cliché that bureaucracies churn out bureaucrats with mechanical efficiency. He demonstrates that entrants' bureaucratic personalities evolved but remained strongly tied to the views, identities, and motives that they articulated at the outset of their service. Why did the main challenge to the Ottoman state come not in peasant or elite rebellions, but in endemic banditry? Karen Barkey shows how Turkish strategies of incorporating peasants and rotating elites kept both groups dependent on the state, unable and unwilling to rebel. Bandits, formerly mercenary soldiers, were not interested in rebellion but concentrated on trying to gain state resources, more as rogue clients than as primitive rebels. The state's ability to control and manipulate bandits―through deals, bargains and patronage―suggests imperial strength rather than weakness, she maintains. Bandits and Bureaucrats details, in a rich, archivally based analysis, state-society relations in the Ottoman empire during the sixteenth and seventeenth centuries. Most studies of the political economy of money focus on the laws protecting central banks from government interference; this book turns to the overlooked people who actually make monetary policy decisions. Using formal theory and statistical evidence from dozens of central banks across the developed and developing worlds, this book shows that monetary policy agents are not all the same. Molded by specific professional and sectoral backgrounds and driven by career concerns, central bankers with different career trajectories choose predictably different monetary policies. These differences undermine the widespread belief that central bank independence is a neutral solution for macroeconomic management. Instead, through careful selection and retention of central bankers, partisan governments can and do influence monetary policy - preserving a political trade-off between inflation and real economic performance even in an age of legally independent central banks.

The era of globalization saw China emerge as the world's manufacturing titan. However, the "made in China" model--with its reliance on cheap labor and thin profits--has begun to wane. Beginning in the 2000s, the Chinese state shifted from attracting foreign investment to promoting the technological competitiveness of domestic firms. This transition led local bureaucrats to compete for government funding and tax breaks to benefit their business clients. While bureaucrats successfully motivated local businesses to upgrade in some cities, in others, vested interests within the government deprived businesses of developmental resources and left them in a desperate race to the bottom.                                                            In Manipulating Globalization, Ling Chen argues that the roots of regional variation lie in the type of foreign firms with which local governments forged alliances as well as the historical preferences of the bureaucrats. Cities that initially attracted large global firms in the 1990s were more likely to experience manipulation from vested interests down the road. The book develops the argument with in-depth interviews, original surveys, and quantitative data across hundreds of Chinese cities and thousands of firms.
